Who we are

By Wyoming Governments, For Wyoming Governments

A public entity risk pool is defined as a cooperative group of governmental entities joining together to finance an exposure, liability, or risk. WARM embodies this spirit of collaboration. Our members don’t just purchase coverage—they become part of a network that shares risk, resources, and expertise. Being in a pool means standing together when challenges arise and benefiting from the strength and stability of a collective.

For nearly 40 years, we’ve underwritten public sector risks using a model centered on stable pricing, proactive risk management, and member education. We invest in training, tools, and resources to help our members reduce liability, protect property, and foster safer communities.

Our promise is not just insurance—it’s partnership. Together, as a pool, we’re stronger, more resilient, and better equipped to navigate whatever comes next.
