Founded in 1986, the WARM Liability Pool was created to address a growing need for accessible and affordable liability coverage for Wyoming’s public entities during a time when the insurance market made such protection difficult to obtain. Established as a Joint Powers Board by the City of Cheyenne, City of Laramie, Laramie County, and Natrona County, WARM was built on collaboration, shared resources, and a commitment to safeguarding public assets. Each founding member contributed initial funding to form the organization, and in the years since, the City of Casper (1998) and City of Gillette (2006) joined, strengthening the program’s reach and resilience. Today, each of the six members holds a seat on the Wyoming Association of Risk Management Joint Powers Board, ensuring local governance and responsiveness to member needs. WARM continues to provide stable, long-term liability protection, governed by those who understand the unique challenges of public service in Wyoming.
